Ministers have Brazilian model of social security


Ministers from the offices that make up the Brazilian Social Security System, presented on Wednesday (1st), the national model of the opening of the First World Conference on the Development of Universal Social Security Systems, in Brasilia. Attending the event were Ministers, Carlos Gabas (Welfare), Carlos Lupi (Labor and Employment), Marcia Lopes (Social Development and Fight against Hunger), and Executive Secretary of the Ministry of Health, Marcia Bassit. The conference includes representatives from 95 countries.

According to the Minister Carlos Gabas, Brazil made a structural change in order to address the issue of social security. "It became clear in the constitution of 1988, where the health, welfare and social assistance started to integrate as a social security system."He noted that the model implemented is really Brazilian, and adapted to local realities. "It is not a cake recipe that can be imported as many believed," he added.

For the Executive Secretary of the Ministry of Health, Marcia Bassit, the constitutional text is innovative and represented an achievement in society. "For the first time we had a specific budget for social security and from that moment on we could evolve." She reminds us that currently 75% of Brazilians rely solely on the Unified Health System (SUS), a number that reinforces the importance of a universal and free system. The SUS is present in our lives, even when we do not realize. “As the elected President Dilma Rousseff says: we must work even harder to consolidate the SUS.”

Social and Economic Development

Minister Carlos Lupi highlighted the importance, of the generation of employment for the improvement of the Brazilian Social Security System. He affirms that the positive numbers of the employment generation and strengthening of the social security financing. "We were the last country to enter the crisis and the first out. This was only possible because of investment in social and public policies, such as generating employment and increasing the minimum wage. “Lupi reminded those present of the need to look at the world with a social attitude.”We cannot accept that the economic vision commands humanity. The world must be controlled by human beings. "

Single Agenda

Minister Marcia Lopes said that countries should have a united dialogue regarding social security. "At this conference we have to share experiences and build a joint agenda of social welfare in all countries." The Minister recalled that the Brazilian experience is promising and is an example to other countries. "We do not confuse social welfare with welfarism. The work we have is a constitutional obligation to ensure the welfare of all. "
